Minutes of Regular Monthly Meeting
of the
Haworth Volunteer Fire Department

CALL TO ORDER
The Haworth Volunteer Fire Department held a rescheduled monthly business meeting on Tuesday, February 12, 2002 at the Haworth Fire Station.  Meeting was called to order at 6:40 p.m. by Chief Middleton.  Members present were: Storey, Owens, Cowart, Marsh, Middleton, M. Carrell, Wright, Batson, Farley, Boyd, Donaldson, and Hall.  Guest present: Clint Ebert.

MINUTES OF PREVIOUS MEETING
Minutes of the previous meeting were read.  Cowart moved to accept.    Owens seconded.  All members in favor.  Minutes approved.

FINANCIAL REPORT

Cowart moved to accept finance report.  Wright seconded.  All members in favor.  Finance report approved.
Storey presented the 2001 Yearly Financial Report.

BUREAU OF INDIAN AFFAIRS GRANT
Middleton reported that the Bureau of Indian Affairs had awarded the department an $18,000 grant to be used to purchase a new wildland firefighting truck.  The department must provide a minimum of $2,000 matching funds for the project.  Storey reported that Herron Industries had donated $1,000 for the project.  Marsh reported that he had obtained a $2,000 donation from Weyerhaeuser for the project.  Storey also reported that funding requests had been submitted to Bibler Lumber Company, Plum Creek Timber, the Georgia-Pacific Foundation, and Domtar.

PURCHASE OF 3/4 TON 4x4 BRUSH TRUCK
Members discussed the purchase of a 3/4 ton 4x4 pickup.  Storey presented the bids submitted from area Ford, Dodge, and Chevrolet dealers.  He also presented the prices of vehicles which the department can purchase through the Department of Central Services “State Contract” program.

Members discussed which make to purchase.  A vote by secret ballot was conducted.   The results were: Chevrolet - 0, Dodge - 0, and Ford - 10.  The purchase of a Ford pickup was approved.

Members then discussed whether to purchase a pickup with a gasoline or diesel engine.  A vote by secret ballot was held.  The results were: Gasoline - 1, and Diesel - 9.  The purchase of a pickup with a diesel engine was approved.

Members discussed whether the pickup should be equipped with a manual or automatic transmission.  Members agreed to the manual transmission.

After reviewing the prices offered by area dealers and State Contract dealers, it was determined that James Hodge Ford in Idabel submitted the best price, $23,985.00.

Cowart moved to purchase a new Ford 3/4 ton 4x4 pickup with a diesel engine and manual transmission from James Hodge Ford.  Batson seconded.  All members in favor.  Purchase approved.

Batson will notify Hodge Ford of the decision and request that the pickup be ordered.

The Haworth Volunteer Firefighters Association will provide the additional funds needed to pay for the pickup.

PURCHASE OF EQUIPMENT FOR BRUSH TRUCK
Storey presented the prices that area fire equipment dealers had submitted for the slide-in pump/tank units.  The least expensive offer was $6,475 from PaMaRo, Inc.  Middleton reported that the department could save a considerable amount of money by purchasing separate pieces (pump/motor, tank, and hose reel) and assembling the unit ourselves. 

Storey reported that W. S. Darley offered a 9 hp twin impeller portable pump for $1,805.00, but the same piece could be purchased from Northern Hydraulics for $1,329.99.  Cowart moved to purchase the portable pump from Northern Hydraulics.  Wright seconded.  All members in favor.  Purchase approved.

Storey reported that Chief Fire & Safety offered the best prices on the water tanks.  A 150 gallon poly tank would cost $1,325.00 and a 200 gallon fiberglass tank would cost $1,057.00.  Batson moved to purchase the 200 gallon fiberglass tank from Chief Fire & Safety.  Owens seconded.  All members in favor.  Purchase approved.

Boyd moved to purchase the equipment from Chief Fire & Safety.  Hall seconded.  All members in favor.  Purchase approved.

Hall moved to purchase the equipment from Gall’s Inc.  Cowart seconded.  All members in favor.  Purchase approved.
Storey reported that Alphabet Electronics had submitted a price of $598.50 for a 20 channel, 40 watt Motorola M1225 mobile radio, 5/8 wave mobile antenna, and an external speaker.  Hall moved to purchase the radio and accessories from Alphabet Electronics.  Cowart seconded.  All members in favor.  Purchase approved.
The purchases will be funded by the Haworth Volunteer Firefighters Association.

OLD BUSINESS
Mike Carrell reported that Dan Baxter had replaced the exhaust system on Truck-1 free of charge.  Carrell also reported that the rear window had been replaced, a power steering unit was installed, the pump motor had been rewired, the front brake pads had been replaced, new spark plugs and a new distributor cap had been installed and a replacement air breather was installed.  Additionally, Aubrey Thompson had ordered a new set of tires.  Carrell also stated that a few other repairs were needed: new tie-rod ends and shocks.

Middleton reported that Owens had inspected the motor in Truck-3 and determined the crack in the block is external and can be welded.  Marsh contacted Danny Cameron and requested that the motor be pulled so Middleton can weld the crack.  Once the truck is operational, it will be stationed at the Pollard Substation.

NEW BUSINESS
Middleton reminded firefighters of the upcoming Wildland Firefighting Training that will be conducted by the Bureau of Indian Affairs.  The training will be held on February 21st and 22nd at the Haworth School Cafeteria at 6:00 pm.  For those not able to attend the evening sessions, an all-day session is being offered at the Broken Bow Fire Department on February 23rd from 8:00 am until 5:00 pm.

Middleton reported Jim Campbell had sent a letter to the department stating that a lower insurance rate would be provided to property owners within 8 miles of the Pollard Substation if the station could transport a minimum of 2,500 gallons of water to the insured property.  Middleton stated that he had moved Tank-1 to the Pollard Substation to comply with this request.

Marsh reported that he had obtained a “post hydrant” from the Shinewell Volunteer Fire Department.  It will be installed approximately one mile North of the Pollard Substation.
